The EH&S Division of Lawrence Berkeley National Laboratory has an opportunity for an experienced Health Physics Team Manager. Reporting to the Radiological Control Manager (RCM), the incumbent provides programmatic and technical management and leadership to the operational health physicists and radiation physicists in the Radiation Protection Group. You will plan, direct and manage the functional activities of assigned staff that implement Integrated Safety Management (ISM) through the work authorizations issued and managed by RPG to control radiological work, including the use of unsealed and sealed radioisotopes, accelerators and radiation producing machines. The incumbent is responsible for directing, organizing and managing project elements, assigning tasks, developing procedures, and overseeing activities of technical vendors and assigned health physics staff. In addition, the incumbent manages and implements all aspects of the LBNL radiological hazards analysis program as applied to LBNL radiological and accelerator facilities to meet all applicable federal regulations.

What youll get to do:
Provide day-to-day managerial and technical leadership to independently plan and direct all activities within assigned group and programs. Provide expert level managerial and technical leadership to the assigned Health Physics Team.
Assure accurate and appropriate performance management of employees including review performance of technical competencies, ability to meeting established goals and objectives.
Develop staffing and resource utilization plans. Develop and maintain charter of the team identifying roles, responsibilities, key activities, authorities and interfaces.
Ensure all RPG HPs are trained in applicable RPG procedures.
Recruit staff. Train, mentor, and otherwise develop team members, recognize meritorious performance.
Develop meaningful performance expectations and development plans for each team member. Write performance reviews.
Coordinate and oversee all health physics activities in RPG including the development of programs, procedures, radiological work evaluations/analysis, work authorization documents, radiological survey planning and radiation safety training.
Ensure that written authorizations developed for radiological work are compliant with all LBNL and DOE policies, rules and requirements.
Lead the application of Integrated Safety Management (ISM) principles in assigned functional areas.
Respond to and lead the response to on-site radiological emergencies.
Provide management oversight of the RPG Radiation Physics Program, Transportation Program and the Inventory Control Program. Maintain the Inventory Control Program to ensure radiological facility thresholds defined under DOE STD 1027-92 CN1 are not exceeded. Perform and document periodic audits and assessments of the program to ensure continued compliance.
Provide management oversight of the LBNL Nuclear Materials Control Program pursuant to DOE M470.4-6 CN1. Perform and document periodic audits and assessments of the program to ensure continued compliance. Review submissions to DOE prior to transmittal.
Plan, develop, implement and manage all elements of the LBNL program and associated policies required to meet 10CFR830 Subpart B facility categorization program and DOE O 420.2B Accelerator Safety Order compliance program. Assure the program documents remain consistent and complementary as required for assured compliance purposes.
In conjunction with the RCM, maintain contracts with external experts for the provision of hazard analysis expertise for LBNL. Develop excellent working relationships with contract staff to ensure LBNL needs are met and that all applicable technical hazards analysis, evaluations and assessments of radiological and accelerator facility operations and associated systems are performed.
As appropriate, assist LBNL line management prepare documentation of hazards analysis, evaluations and assessments for submission to institutional review to established deadlines.
Act as the liaison between LBNL line management and contract safety analysis experts, facilitating the timely development of appropriate safety analysis documentation.
Establish objectives, set priorities and advise management of radiological and/or accelerator safety issues.
In conjunction with the RCM, coordinate multidiscipline teams to resolve complex radiological and accelerator facility safety issues.
Act as Deputy Radiological Control Manager in the absence of the incumbent.

Qualifications needed to succeed:
A Ph.D. or M.S. level degree and 10 years of relevant experience, a B.S. level degree and 15 years of relevant experience or an equivalent combination of education and experience in the management of radiation protection operations.
At least 5 years direct experience in operational health physics.
Ability to manage several sets of complex tasks and conflicting priorities, particularly direction, management, organization and planning activities related to radiological operations management.
Demonstrated ability to effectively supervise a staff of health physics professionals. Ability to plan all activities, identify and assess hazards of the workplace, assure administrative and engineering controls are used to mitigate the hazards, oversee the performance of the work, and feedback improvements into the work performance.
Expert knowledge of laws, regulations, and practices that govern the management of radioactive materials and radiation producing machines. Experience with Department of Transportation regulations for radioactive materials. Experience with DOE requirements for control and accountability of nuclear materials. Experience with DOE requirements for facility hazard categorization and accelerator safety assessment documents.
Detailed knowledge of DOE radiation protection requirements, as well as applicable national and international level recommendations.
Proven ability to analyze and solve complex technical problems as well as develop and present briefings and reports.
Must have excellent written communication skills.
